That's why we keep seeing companies using 50+ year old COBOL code running on a mainframe that's carefully patched to the minimal extent necessary, and big projects to replace it so often fail (e.g. The various business owners who have a stake in whatever the thing does "know" what they want, but it isn't so easy putting it into words so that it can actually be implemented. The most difficult part of a big project is defining exactly what it is you need done. Anyone who has ever been involved with a big project/program/RFP/etc.
